Kathy Wheeler:  President & CEO, Community Business Partnership

Kathy Wheeler: President & CEO, Community Business PartnershipKathy is responsible for creating, leading and managing business, community and economic development assistance programs to promote a healthy small business economy, serve the community and create bridges between the academic and business communities.
Kathy holds a BS degree from George Mason University in Acquisitions and Contract Management, an MBA from Troy State University and a DA. Ed. (ABD) in Education Leadership from George Mason University.


Sheina Waddell:  Training Coordinator, Community Business Partnership

Sheina Waddell: Training Coordinator, Community Business PartnershipSheina of Waddell Entertainment Consultants, LLC started out volunteering for the Women’s Business Center in 2004.  As the training coordinator, she interacts with start-ups and established businesses daily. She manages the training schedule for the five CBP programs, maintains the Business Finance Center’s micro loans, and is an instructor. She also does light bookkeeping and handles client relations. Her event management, organizational, and communications background comes in handy for CBP special events.


Tori Swann:  Business Manager, Community Business Partnership

Tori SwannTori Swann is the Business Manager at Community Business Partnership. She has recently joined the CBP Staff and brings over 6 years of client-based service experience to the  organization. She is the first person you are likely to see or speak with at CBP. She answers  the phone, greets clientele, assists with class registration, room set up for classes/meetings, IT support, designs class flyers, and maintains the training schedule. She holds a B.A. in    Communication and Tourism and Events Management from George Mason University. Tori was the first in her family to earn a college degree, and is very passionate about inspiring other first generation college students to pursue their dreams within higher education and entrepreneurship, as well. 

Gregory Pickett:  Director, Business Finance Center

Gregory Pickett: Director, Business Finance CenterGregory Pickett is Director of the Business Finance Center at the Community Business Partnership. In this role, he has lead responsibility for the CDFI certification, as well as underwrite loans and maintain an existing portfolio of micro-loans. A certified CDFI is a specialized financial institution that works in market niches that are underserved by traditional financing institutions. He works closely with other CBP Program Directors and staff to meet overall CBP objectives and serve the needs of the low-income, socially disadvantaged community. Gregory is a career financial services professional with more than 25 years of commercial and small business banking experience. He earned his BA in Business/Economics from Methodist University and earned a professional diploma from the RMA Advanced Commercial Lending School at East Carolina University. Over the years he has also served on the boards and committees of various community based nonprofits. His interests include social entrepreneurship, community service, business and creative writing, and golf.

Karlene Sinclair-Robinson:  Assistant Director, Business Finance Center

Karlene Sinclair-Robinson: Director, Business Finance CenterKarlene Sinclair-Robinson is the Assistant Director of the Business Finance Center (BFC) here at CBP. She had been a long time client and volunteer herself from as early as 2005 before joining CBP's  Business Finance Center in April 2012 in the role of Director. Karlene facilitates clients’ requests for financial review, financing needs, loan packaging and counseling services. She also instructs a number of workshops designed to help our client through the financing process. Karlene is a business owner herself with a background in healthcare, finance, and management. She is also a bestselling author, speaker and instructor, and is considered a foremost expert on Alternative Business Financing. Karlene is originally from sunny, Jamaica.

Debbie Dever: Director & Facility Manager, Business Incubation Center

Debbie Dever: Director, Business Incubation CenterDebbie Dever is the Director and Facility Manager of the Business Incubation Center, and also serves as Assistant Director, South Fairfax SBDC. She completed her BS at The University of Texas, El Paso in education. Debbie has over 8 years of business teaching experience and was recognized as the Virginia State Vocational Business Teacher of the year. Debbie has also been a successful direct mail/integrated marketing franchise owner for 23 years with Money Mailer. Her direct mail franchise has twice been recognized as Business of the Year by the PW Chamber. She brings to the CBP 23 years of business, training, marketing, and customer service experience and looks forward to helping other businesses grow. She also currently serves on the Virginia Business Incubation Association (VBIA) Board of Directors.

Juli Monroe:  Director, Women’s Business Center

Juli Monroe: Director, Women’s Business Center

Juli is the Director of the Women’s Business Center, a program of the Community Business Partnership. Before beginning with the WBC, she was an entrepreneur, and her business focused on coaching clients in growing their business through effective networking and word of mouth marketing. Juli continues that work with new business owners from pre-start-up to two years in business. Through the WBC, she also counsels clients and teaches classes in all aspects of starting and growing a new company. Her approach to life and business revolves around building relationships, both in person and online. She uses Twitter, Facebook and other online platforms to maintain the relationships she makes in-person and to find new friends she’s yet to meet “in real life.” Juli is excited to have published a book entitled, The Enthusiastic Networker, which helps readers find their unique networking presence and voice.

Jessica Smith:  Business Counselor, Women’s Business Center

Pauline Leitch: Director, Women’s Business Center

Jessica joins the Women’s Business Center at Community Business Partnership with 6 years of experience in women’s empowerment initiatives. She is passionate about connecting people to resources that will best position them for success. As a business counselor, Jessica seeks to instill in her clients methods to reach their goals in a timely, affordable, and honorable manner. Jessica is always looking for ways to expand her reach, so she regularly contributes to online publications on business development and women’s empowerment topics. She holds a B.A. in Philosophy and Communication, magna cum laude, from George Mason University and is proud of to be a part of the Mason family once again.
Charles W. McCaffrey: Director, Veterans Business Outreach Center - National Capital Region

Charles W. McCaffrey: Director, Business Incubation CenterCharles McCaffrey joined Community Business Partnership in 2012 as Director of the Business Incubation Center, and also served as Assistant Director, Director, South Fairfax Small Business Development Center. He has since taken over  as Director, South Fairfax Small Business Development Center early in 2014. In 2015 CBP gained the Veteran Business Outreach Center and Charles became the Director. He completed his MBA at George Mason University with a concentration in entrepreneurship in 2012, and was selected as the 2011 Emerging Business Student of the Year from Mason’s School of Management.  Also in 2011, he started his own management consulting company that assists organizations (small and large, public and private) in developing plans and strategies that promote creative and innovative growth ideas and business solutions.  Charles has 12 years military experience as a Naval officer and 5 years defense contracting experience.  He has a B.S. in History, Technology and Society from Georgia Tech and an M.S. in Operations Research from the Naval Postgraduate School.

Maribel Feliciano: Assistant Director, Veterans Business Outreach Center - National Capital Region

Maribel Feliciano is the Assistant Director of the Veterans Business Outreach Center.  Her passion for economic development and helping people start their businesses began showing when she was about five years old in her native Puerto Rico.  She earned a degree in Finance and International Business from Illinois State University in 1996.  Upon graduation, she relocated to Querétaro, Mexico where had the opportunity to experience up close this vibrant country and the changes that were taken place during that time. Her passion for cultures, languages, and economic development lead her to earn a MBA from Thunderbird, AGSIM in year 2000.  Soon after, she joined a small consultancy firm in London, England that helped new businesses in the “dot com” era. Now, after having spent some years raising her family, she is focusing her efforts on helping Veterans start their businesses.

Cachet Prescott:  Director, South Fairfax Small Business Development Center 
Cachet Prescott is the Director of the Small Business Development Center (SBDC). This proud military spouse is a former SBDC Business Consultant and former Director of Business Development of a five-star Chamber of Commerce who brings a wealth of knowledge and experience in business development and consulting to our business growth clientele. A double-certified HR professional, Cachet shares expertise in organizational, career, leadership and professional development; learning and development and training and development. Her passion for helping others extends beyond the walls of the CBP into her own business, Shift Matters, a boutique personal coaching and training firm specializing in personal and leadership development. Cachet's academic background includes a BA in Sociology from the University of Virginia, an MA in Industrial/Organizational Psychology from Fairfield University and an MA in Sociology from the University of Georgia.
William Frazier:  Access to Capital Advisor, South Fairfax Small Business Development Center 

William L. Frazier, Jr. is the Access to Capital Advisor. In a banking career spanning 30 years, William has served clients – corporations, middle market companies, and high net worth individuals – of all sizes, and prepared transactions of all sizes.  He brings a vast knowledge of the credit and capital markets, and believes strongly in providing  fair, transparent access to capital.  After 17 years at Wells Fargo Bank, he most recently served as the Chief Lending Officer at a leading CDFI in Washington, DC, and brings his experience with CDFIs, mission oriented lenders, and Not For Profit organizations to CBP.  In the role of Access to Capital Advisor, it is his responsibility to connect Northern Virginia’s capital providers of all types to the local Small Business Development Centers, and to assure our clients have a wide range of financing options. William is a proud graduate of the University of Virginia and enjoys golf, travel, and time with his daughter Anna.
