Kathy Wheeler:  President & CEO, Community Business Partnership

Kathy Wheeler: President & CEO, Community Business PartnershipKathy is responsible for creating, leading and managing business, community and economic development assistance programs to promote a healthy small business economy, serve the community and create bridges between the academic and business communities.
Kathy holds a BS degree from George Mason University in Acquisitions and Contract Management, an MBA from Troy State University and a DA. Ed. (ABD) in Education Leadership from George Mason University.


Sheina Waddell:  Training Coordinator, Community Business Partnership

Sheina Waddell: Training Coordinator, Community Business PartnershipSheina of Waddell Entertainment Consultants, LLC started out volunteering for the Women’s Business Center in 2004.  As the training coordinator, she interacts with start-ups and established businesses daily. She manages the training schedule for the five CBP programs, maintains the Business Finance Center’s micro loans, and is an instructor. She also does light bookkeeping, handles client relations, and is the “electronic front door”. Her event management, organizational, and communications background comes in handy for CBP special events.


Tori Swann: Business Manager, Community Business Partnership

Tori SwannTori Swann is the Business Manager at Community Business Partnership. She has recently joined the CBP Staff and brings over 6 years of customer service experience to the organization. She is the first person you are likely to see or speak to at CBP. She answers the phone, greets clientele, assists with class registration, room set up for classes/meetings, IT support, designs class flyers, and maintains the training schedule. Tori will soon be a certified Notary of the Commonwealth of Virginia, and will gladly assist you with any notary needs. She earned her BA in Communication and Tourism and Events Management from George Mason University and plans to start her graduate career this spring in Strategic Communication. Tori was the first in her family to earn a college degree, and is very passionate about inspiring other first generation college students to pursue their dreams within higher education as well. 

Gregory Pickett:  Director, Business Finance Center

Gregory Pickett: Director, Business Finance CenterGregory Pickett is Director of the Business Finance Center at the Community Business Partnership. In this role, he has lead responsibility for the CDFI certification, as well as underwrite loans and maintain an existing portfolio of micro-loans. A certified CDFI is a specialized financial institution that works in market niches that are underserved by traditional financing institutions. He works closely with other CBP Program Directors and staff to meet overall CBP objectives and serve the needs of the low-income, socially disadvantaged community. Gregory is a career financial services professional with more than 25 years of commercial and small business banking experience. He earned his BA in Business/Economics from Methodist University and earned a professional diploma from the RMA Advanced Commercial Lending School at East Carolina University. Over the years he has also served on the boards and committees of various community based nonprofits. His interests include social entrepreneurship, community service, business and creative writing, and golf.

Karlene Sinclair-Robinson:  Assistant Director, Business Finance Center

Karlene Sinclair-Robinson: Director, Business Finance CenterKarlene Sinclair-Robinson is the Assistant Director of the Business Finance Center (BFC) here at CBP. She had been a long time client and volunteer herself from as early as 2005 before joining CBP’s Business Finance Center in April 2012 in the role of Director. Karlene facilitates clients’ requests for financial review, financing needs, loan packaging and counseling services. She also instructs a number of workshops designed to help our client through the financing process. Karlene is a business owner herself with a background in healthcare, finance, and management. She is also a bestselling author, speaker and instructor, and is considered a foremost expert on Alternative Business Financing. Karlene is originally from sunny, Jamaica.

Debbie Dever: Director & Facility Manager, Business Incubation Center

Debbie Dever: Director, Business Incubation CenterDebbie Dever is the Director and Facility Manager of the Business Incubation Center, and also serves as Assistant Director, South Fairfax SBDC. She completed her BS at The University of Texas, El Paso in education. Debbie has over 8 years of business teaching experience and was recognized as the Virginia State Vocational Business Teacher of the year. Debbie has also been a successful direct mail/integrated marketing franchise owner for 23 years with Money Mailer. Her direct mail franchise has twice been recognized as Business of the Year by the PW Chamber. She brings to the CBP 23 years of business, training, marketing, and customer service experience and looks forward to helping other businesses grow. She also currently serves on the Virginia Business Incubation Association (VBIA) Board of Directors.

Gisèle Stolz:  Director, South Fairfax Small Business Development Center

Gisèle Stolz:  Director, South Fairfax Small Business Development CenterGisèle Stolz is the Director of the Small Business Development Center at the Community Business Partnership. She started her career in corporate banking with major banks in Tokyo and Hong Kong. Fascinated with the idea of training and coaching, she taught finance and organizational behavior in Japan. After moving to the United Arab Emirates, Gisele became the Business Development Director at the French Chamber of Commerce in Abu Dhabi to help SMEs grow and expand their business in the UAE. She switched gears and jumped into the startup world when living in Switzerland where she first worked for a high-tech start-up before joining the accelerator attached to the Swiss Federal Institute of Technology in Lausanne. She helped create and then ran the entrepreneurship training programs for science or technology start-ups. She brings her hands-on experience of executive training, business development, sales and finance to help startups, entrepreneurs and SMEs. Gisele graduated from the French Grandes Ecoles system with a degree in Finance and obtained her MBA from INSEAD.

Juli Monroe:  Program Manager, Women’s Business Center

Pauline Leitch: Director, Women’s Business Center

Juli is a Program Manager for the Women’s Business Center, a program of the Community Business Partnership. She has been both a client and volunteer with CBP for nearly a decade.With more than nine years of networking and sales experience in her own company, she has been assisting small business owners grow their businesses through effective networking and word of mouth marketing. Juli will continue that work with WBC clients. Juli’s approach to life and business revolves around building relationships, both in person and online. She uses Twitter, Facebook and other online platforms to maintain the relationships she makes in-person and to find new friends she’s yet to meet “in real life.” She is excited to have published a book entitled, The Enthusiastic Networker (available from Amazon and Barnes and Noble), which helps readers find their unique networking presence and voice.
Jessica Smith:  Business Counselor, Women’s Business Center

Pauline Leitch: Director, Women’s Business CenterJessica  joins the Women’s Business Center with 6 years of experience in women’s empowerment initiatives. She has sat on the board of various nonprofit organizations that uplift at-risk youth and she has written for several publications on overcoming barriers to success. She holds a B.A. in Philosophy and Communication, magna cum laude, from George Mason University. Jessica spent her post-graduate gap year in New York City, developing the businesses of minority women entrepreneurs and creating a support group for young professional women to confront corporate challenges with poise and dignity. As a business counselor at the WBC, Jessica’s approach centers around brand integrity and authentic voice.

Charles W. McCaffrey: Director, Veterans Business Outreach Center – National Capital Region

Charles W. McCaffrey: Director, Business Incubation CenterCharles McCaffrey joined Community Business Partnership in 2012 as Director of the Business Incubation Center, and also served as Assistant Director, Director, South Fairfax Small Business Development Center. He has since taken over  as Director, South Fairfax Small Business Development Center early in 2014. In 2015 CBP gained the Veteran Business Outreach Center and Charles became the Director. He completed his MBA at George Mason University with a concentration in entrepreneurship in 2012, and was selected as the 2011 Emerging Business Student of the Year from Mason’s School of Management.  Also in 2011, he started his own management consulting company that assists organizations (small and large, public and private) in developing plans and strategies that promote creative and innovative growth ideas and business solutions.  Charles has 12 years military experience as a Naval officer and 5 years defense contracting experience.  He has a B.S. in History, Technology and Society from Georgia Tech and an M.S. in Operations Research from the Naval Postgraduate School.

Patti Senft:  Deputy Director, Veterans Business Outreach Center – National Capital Region

Patti Senft; Assistant Director, Veteran's Business Outreach Center - National Capital RegionPatti Senft recently joined the Community Business Partnership (CBP) of Springfield Virginia, as the Deputy Director for the Veteran Business Outreach Center (VBOC) partnered in conjunction with the Mason Enterprise Center and SBA. She brings a full portfolio of business and career experience ranging from fortune 100 companies to working with several entrepreneurs during her distinguished career. Her primary mission with the CBP is to provide training and technical assistance to “Help Small Businesses Start and Grow”. Before joining the Community Business Partnership, Patti was a member of the HQ Staff of The American Legion where she managed their unit of Appeals Representatives advocating for disability benefits at the Board of Veteran Appeals. She transitioned to become the acting Program Manager for the TBI/PTSD ad hoc committee and worked to coordinate the logistics, agenda, speakers, and meeting space for the 2015 annual TBI and PTSD Symposium. Patti is an Army Veteran and holds a BS degree in Business Management from the University Of Maryland, University College, and an M.S.M. in Leadership from The Catholic University of America
